History

Origin

Xebel was an underwater kingdom populated by a race of Atlanteans where it was a penal colony where a group of separatists had been banished centuries ago by Atlantis during one of its many civil wars. Thousands of the dissidents were exiled in an underwater world that was sealed off from the rest of the planet with it being hidden behind an impenetrable invisible barrier. In time, the region became known as the Bermuda Triangle and the people of Xebel had made many attempts at escape from their prison but all these had failed. One day, the King of Xebel came to train his daughter Mera where she was trained to be the ultimate weapon and taught to hate the Atlanteans. One day, a fissure had formed that was small enough to only allow one person through to Earth with the Xebelian King sending Mera through with the goal of murdering the Atlantean monarch. At some point, Black Manta was known to had encountered the secret kingdom of Xebel. (Brightest Day v1 #6)
