Red Claw

Red Claw was an international terrorist who clashed twice with Batman. In the first conflict, Batman and Catwoman teamed to stop her (for different reasons) from using a biological warfare weapon to hold Gotham City for ransom.
Some time later, Red Claw moved to England, where she captured ex-spies Frederick and Alfred Pennyworth and tried to force them to give her access to British nuclear missiles with which she would threaten London. She was defeated once again by Batman and Robin.
