Lord Mutilor
A space pirate who came to Megakat City to steal all of its water, Mutilor was a large, four-armed red alien with tapering blue tentacles. Using an Aquian water freighter stolen by him and his henchmen, he planned to sell all of the cat planet's water to an alien race called the Zarhabi. The ship's original crew were imprisoned in a small room guarded by a force field. Aided by Traag, Mutilor began the process of draining all of the planet's water via a huge suction device. He did not care what would become of the planet once he had drained all the water; as far as he was concerned, if the planet perished without water it was "just business."
The Enforcers attempted to engage Mutilor, but his henchmen in their fighter ships made short work of the city's protectors. Next came the Swat Kats, and they fared better than the Enforcers using the Thunder Truck, which intrigued Mutilor and aroused his sense of competition. This would ultimately lead to his downfall. The Swat Kats managed to infiltrate the Aquian ship, and Mutilor's first attempt to dispose of them was by trapping them in an airtight room and filling it with water. Much to Mutilor's surprise however, they managed to escape by using their oxygen masks to breathe long enough to free themselves from the chamber. Rather than risk his own life, Mutilor fled in his escape ship after his henchmen were defeated thanks to Felina Feral. But he was far from through.
Determined to rid himself of the Swat Kats forever, he attempted to destroy the Aquian ship's anti-gravity drive from the outside, which would ultimately cause the city-sized vessel to smash into and destroy Megakat City. The Swat Kats engaged Mutilor in space, making use of the Turbokat's sub-orbital mode, and Razor was able to destroy the space pirate's ship before he was able to fire on the water freaighter: a Mega Buzzsaw Missile lodged into the barrel of the main laser cannon of the ship, causing the weapon to overload and explode when Mutilor fired it. Mutilor most likely perished in the destruction of his ship, but it is uncertain.
