(Daredevil v1 #76)

At some point, an army unit was responsible for burning down a village and killing all its inhabitants except for Miguel Sánchez. The young man survived and escaped where he would speak out against the leaders of the country. Eventually, his actions drew the attention of the government who decided to eliminate Sánchez. The military junta later dispatched their elite operative El Araña to the remote town of Santa Maria. He came to track down Miguel Sánchez to a church where he killed the young man. El Araña was then summoned to the capital to meet with General Ramone. (Web of Spider-Man v1 #35)

Norman Osborn after going abroad decided to establish an international criminal network. This saw him engaging with local agents among which included a man called El Facóquero who operated as Delvadia's biggest drug lord. In an effort to hunt down Norman Osborn, Peter Parker came to align Parker Industries with S.H.I.E.L.D. where they tracked down the Green Goblin to Delvadia. Liaising with Delvadia, the government came to work with Spider-Man and Mockingbird in a joint operation to take down a local drug lord called the Warthog.
