Biography
Origin
As an inhabitant of Saturn, she came from a society where there was no crime for centuries. One day, she travelled to Earth where she felt a sudden desire to outwit the law with her natural abilities. (Superman v1 #147)
When young, she was noted to had joined the ranks of the Legion of Super-Villains. (Superman v1 #147)
Having earned the right to do repair work in prison, Lex Luthor secretly steals components to build a device that allows him to send messages into the future. Having heard of Superman's previous exploits with the Legion in his youth, Luthor deduces that if there is a Legion of Super-Heroes, there must be a Legion of Super-Villains which he could contact to help him break out of prison. Lex's plan works, and devices from the future to help break him out of jail were sent from the future. Luthor breaks out and soon meets the 30th Century Legion of Super-Villains. The group teams up with Luthor to get revenge on Superman, who at that time was helping build Orphan City, for a group of orphans to live in. After terrorizing the celebrations, they lure Superman into a trap on a planet in the future where he is captured and sentenced to death. However, before Luthor and the Legion of Super-Villains can pull the lever, the now adult Legion of Super-Heroes arrives and battles their evil counterparts. When the fight comes to a draw, the Legion offers one of their own, Saturn Woman, to die in Superman's place. Superman convinces the villains to let him create a ring around the planet they are on as a final tribute to Saturn Woman, which he creates using matter from Saturn's own rings. When the ring is in place, Saturn Queen suddenly becomes good and uses her mental powers to subdue her fellow evil Legionnaires and Luthor. Superman reveals to the others that when Saturn Queen revealed why she became evil, Superman deduced that it was possibly because she was away from Saturn's rings, which have a special property that made Titanians incapable of criminal or evil activity. With the criminals defeated, the good Legion takes the criminals into custody while Superman returns to the 20th Century to bring Lex back to the authorities to finish his prison term. A fragment of the rings is given to her to make her remain good, while the other supervillains are imprisoned. Superman says future law courts should be lenient on her. (Superman v1 #147)
Motherhood
She and her two comrades later emerged in an altered timeline when Batman saved the life of his parents. Saturn Queen and her allies operated in hiding in the world where they worked alongside Ra's al Ghul with them helping him take over Earth. They then waited for the arrival of the time travelling Superman and Batman where they fought against their 'sons' to prevent them from restoring history. They fought against the pair but were ultimately defeated with Saturn Queen and her comrades taken in to be returned to their future in order to restore the timeline. (Superman/Batman v1 #18)
In the aftermath, Saturn Queen longed for the time of being a mother and having a child. In the time afterwards, the Multiverse had been brought back leading to a brief return to her alternate reality which subsequently collapsed. She then found herself in the Phantom Zone where she found Ultraman with her viewing him as a suitable replacement for her own Superman that was her son in her reality. With her powers, she placed him under her control and made him believe that she was his mother with the pair attempting to Kandor which they sought to make in their own image. She came to rule in the shadows whilst Ultraman masqueraded as Kal-El and brutally enforced his rule over the population. It was then that Power Girl and Supergirl had arrived in the city with the pair adopting the guise of Nightwing and Flamebird as they sought to free Kandor from tyranny. Saturn Queen came to fear for her time in Kandor as she knew that her former 'son' had been lost in a similar act of rebellion. Thus, she sought to have it put down though Ultraman proved unable to match Supergirl in terms of sheer power with him nearly being killed until Saturn Queen intervened by using her telepathic powers. She then decided to have Supergirl under her control being sent to wed Ultraman whilst Power Girl was to be executed in an effort to solidify her control over Kandor. Whilst delving into Power Girl's mind, she lost control over both her 'son' Ultraman and Supergirl causing a battle to rage between the pair. Saturn Queen attempted to re-establish her control over Ultraman with her succeeding but he was defeated and nearly killed again by Supergirl. To save his life, she pled with Supergirl and telepathically gave her the information she sought on the whereabouts of Argo City. Kara Zor-El then departed with Power Girl in pursuit whilst Saturn Queen cradled her 'son' Ultraman in her arms as they rebellion quickly surrounded the two tyrants. (Supergirl v5 #8)
