The Destiny of Prognostication Engine was created and used by Dornkirk who came to be the ruler of the nation of Zaibach. This technology allowed the user to plot and determine the future. However, when the girl from the Mystic Moon arrived whereupon abberations began to form in the Destiny Prognostication Engine that prevented the ideal future from forming.
