Dr. Joseph

Dr. Joseph was a U.N. relief representative who accompanied Mr. Musabe on an inspection mission prior to sending aid to Bijouti. Like Musabe and his colleague Dr. Mortimer, he was shocked to see the capitol city of Bijouta covered in snow during a heat wave.
