Exposition, Basil

Basil Exposition is Austin Powers' immediate superior in British Intelligence. He has been the head of the Ministry of Defence since the 1960s. He and Austin attended spy school together, along with a young Dr. Evil and Number 2. As his surname implies, Basil's primary function is to bring Austin up to speed regarding his missions and provide plenty of, well, exposition. Basil sometimes grows annoyed with Austin's antics, but is a staunch supporter and believes in his abilities as a spy... even if Austin did once attack his mother, Mrs. Exposition.
