J.B. Hobson

J.B. Hobson was the Secretary of the U.S. Navy in 1866. He assigned Commander Farragut to hunt down and kill what he thought to be a sea monster, and also enlisted the services of visiting French marine biologist Pierre Arronax to accompany Farragut in the hopes of identifying the beast.
