General Pushkin.

General Leonid Pushkin was an old friend of James Bond who took over the KGB from General Gogol. He attempted to maintain peace between the Soviet Union and the West, but was undermined by his subordinate, General Koskov, who schemed with Brad Whitaker to frame him for reinstating the Smiert Spionam program so they could dupe the British into assassinating him. Bond did not believe Pushkin was a murderer, and confronted him; together they planned to fake Pushkin's death for Koskov and Whitaker's benefit.

It worked, and since Koskov had sent Necros to assassinate Pushkin out of fear of Bond not doing it, Bond thus saved Pushkin's life. Pushkin later returned the favor when he and his men stormed Whitaker's manor in Tangiers. Bond, having just killed Whitaker, was unaware that Whitaker's subordinate Sgt. Stagg was about to kill him. Pushkin shot Stagg, saving Bond. He and his men then arrested Koskov, and at Bond's request arranged for Kara Milovy to immigrate to the West.
