Biography
The Living Tribunal was the ultimate protector of the cosmic balance in all the Multiverse. The Tribunal has three faces. One, uncovered, is the face of equity, the face it normally uses when speaking. The second face, half-hooded, is the face of just revenge. The third face, completely hooded, represents necessity. All three faces must agree to reach a verdict, but once it has been reached, it is irreversible without a direct appeal to the Tribunal.
The Living Tribunal only intervenes in matters of the gravest importance, beyond the ability of even cosmic beings to control, and his power is unsurpassed. He can cause a star to supernova or obliterate sections of a universe, if such actions were deemed necessary for balance.
Some of his most notable known actions were the ruling that kept the Infinity Gems from being united; his rescinding that order, and subsequent restoration of it, during the Infinity War; a campaign against the godlike Korvac in a divergent timeline, wherein he obliterated Earth's solar system in a last-ditch attempt to stop him, and then sealed that timeline from all others; and, with the Spectre, preventing the DC and Marvel continua from being wiped out by the two Brothers.
To defeat Umar, Doctor Strange came to be guided by the Ancient One into freeing Zom. Once she was defeated, the mystical barrier containing Zom was severed leading to evil being awakened within mankind's mystics. Such an act came to be a threat to other worlds thus drawing the attention of the Living Tribunal. The Tribunal revealed himself to Strange and explained his role as the cosmic arbiter of multiversal balance. During this encounter, he demonstrated his authority by judging whether the Earth posed too great a danger to the cosmic order because of the dark power it harbored. The Tribunal stated that if the balance tipped too far, he had the power to erase entire planets from existence. Although he chose not to immediately destroy the Earth, his actions established him as an entity beyond mortal comprehension, whose decrees could determine the fate of worlds. (Strange Tales v1 #157) When Doctor Strange pressed for further understanding, the Living Tribunal provided an exposition of his role as an agent of balance. He declared that his three faces represented equity, necessity, and vengeance, each judging differently but harmonizing into a single verdict. During this time, Strange observed that the Tribunal was not bound by the concerns of mortals but instead weighed cosmic scales at a level that dwarfed even the greatest sorcerers. Though he did not take physical action in this second meeting, the Tribunal made it clear that his judgments were absolute, beyond appeal, and binding across the universe. (Strange Tales v1 #158) Afterwards, he clarified to Strange that his interventions were rare and only made when universal balance was in jeopardy. This served as a warning that although the Tribunal did not interfere constantly, his presence was always overarching, ensuring that no single force could upset the order of creation unchecked. His activities here reinforced his function as a cosmic safeguard, one who could annihilate entire realities if necessity demanded it. After delivering his explanation, he withdrew once more into the higher planes, leaving Strange with the understanding that Earth had been granted a reprieve but was always subject to his observation (Strange Tales v1 #159)
Adam Warlock later seized control of the Infinity Gauntlet causing the cosmic hierarchy to convene including Eternity, Infinity, and Galactus, but it was the Tribunal who issued the final decree. When Warlock sought to keep the Gauntlet, the Tribunal ruled that the Infinity Gems could not be wielded together again, as their union posed too great a risk to the multiversal order. The Tribunal’s decision was binding and unquestioned, even by the most powerful cosmic entities, demonstrating its absolute authority (Infinity Gauntlet v1 #6)
As the multiverse collapsed under the weight of incursions, the Tribunal was discovered dead, his massive body lying across the fabric of reality. His slayer was revealed to be the Beyonders, who struck down even the Tribunal, an act that underscored the unprecedented magnitude of the threat. The death of the Tribunal illustrated that while it was the supreme judge, it was not invulnerable to external, incomprehensible forces (New Avengers v3 #30) The Living Tribunal was later resurrected and seen taking Lord Chaos and Master Order to judgment after the defeat of the First Firmament. The repeated return of the dead led to Death of Death aspect standing in judgement over Death herself. This caused her to fall ill as the resurrections caused an infection to emerge that weakened her immune system. Doctor Strange and a group of other medics that included Jane Foster travelled into the realm of Death. Once there, Foster convinced the Death of Death of the validity of Death's existence who was restored to her full health as a concept in the universe. (Valkyrie: Jane Foster v1 #7)
The Living Tribunal, like other beings, was visited in the eternal pillars and the great rock by countless beings across realities who wished to talk to him, forming an infinite line which lasted for millennia. When Aiko Maki came to see the Living Tribunal, she was brought to both the Tribunal and Oblivion by the Preordained, their servant. Aiko requested the Tribunal to free Mia the Magic Girl from The-Natural-Order-of-Things, as it was limiting her magical potential. However, the Tribunal outright refused, telling her this wouldn't be true justice and she should live with the weight of what she had done. This allowed Oblivion to then claim Mia for himself. (G.O.D.S. v1 #6) When Oblivion sought to be reunited with Death after three billion years, he requested the Living Tribunal for a trial against Eternity, who contained Death, in the Dimension of Manifestations. However, enraged by Eternity's remarks and the fact that his void was being diminished by the universe's expansion, Oblivion attacked Eternity, forcing the Living Tribunal to intervene and smash Oblivion with his hammer. Punishing Oblivion for overstepping, the Living Tribunal revoked Oblivion's right for another trial, but Oblivion shed a tear and the One Above All was moved. The Tribunal then allowed Oblivion and Eternity to have a trial in which the winner would take all, including Death and Infinity, and the loser would be hammered to a speck. (Storm v5 #5)

Personality and attributes
In appearance, the Living Tribunal was depicted as a towering humanoid figure, clad in a flowing cape and garb that gave him an almost regal or judicial bearing. His most distinctive feature was his three faces — one completely visible, one half-shrouded, and one fully concealed — each signifying a different aspect of his cosmic judgment. His form appeared golden and radiant, with immense size that often dwarfed the mortals he addressed. (Strange Tales v1 #157) He was also known as the Living Trinity. (Silver Surfer v3 #31) In addition, he was referred to as the We Who Are. (FF v2 #16)
In terms of personality, the Living Tribunal was detached, impartial, and unyielding. He expressed no anger, joy, or malice in his dealings, speaking only with the authority of cosmic law. His demeanor was calm but final, delivering verdicts without hesitation or debate. Even when addressing Doctor Strange, one of Earth’s greatest sorcerers, he showed no favoritism or interest in mortal affairs outside of their impact on the larger balance of the cosmos. His lack of emotional investment was not cruelty but a reflection of his absolute objectivity (Strange Tales v1 #158)
He followed the dictates of universal law and ensured that justice was maintained according to its tenets. (She-Hulk v1 #7)

Another aspect was said to be a skull-faced persona known as the Death of Death. He was deemed to be responsible for the living judgement of Death as a function in the universe. Death of Death was said to be both an aspect of the Living Tribunal and separate at the same time with him being too big a concept to understand for lower dimensional beings. Powers and abilities
He was noted for being the embodiment of the Multiverse. (New Avengers v3 #30) The Living Tribunal was a cosmic entity of immense power, existing as the supreme arbiter beneath the One-Above-All. His physical nature was not that of a mortal being, but rather a manifestation of the multiverse’s will for balance and order. His powers included the ability to erase planets, stars, or even entire realities should he deem it necessary. He could also nullify any threat that endangered the balance of existence, wielding power far beyond that of gods, sorcerers, or cosmic beings. Such was his power that he explicitly stated that Earth could be destroyed with a gesture, indicating the sheer scale of his physical authority over the cosmos. (Strange Tales v1 #157)
He was able to read the innermost thoughts of other beings. (Strange Tales v1 #158)
He was able to cast a variety of spells and abilities:
- Sign of the Seraphim : a spell that caused any attack to be reflected back at the enemy. (Strange Tales v1 #158)
- Incantation of Oblivion : a power that allowed him to destroy an entire world. (Strange Tales v1 #158) It was said that only the Living Tribunal could use the spell to its fullest power. (Doctor Strange, Sorcerer Supreme v1 #18)
Relics tied to the Living Tribunal included:
- Glass of Doom : able to be summoned from the timeless time and the infinite nothingness was a gargantuan hourglass that ran the Sands of Death upon which the Living Tribunal would pass his judgement. (Strange Tales v1 #158)
- Staff of Polar Power :
Among his agents were the Magistrati that acted as his voice and arbitrated cases across time and space. They tended to make first contact with the most prominent legal circles of any planet and recruited them to their service. Their base of operations was the star chamber where they could teleport to and from that location. Those recruited into their ranks were offered robes of office and given instructions on particular cases such as in the cosmic claims court. Rigellian Recorders were offered to serve as court recorders to assist the members of the court. (She-Hulk v1 #7) He was also tended to by a group of Watchers that served as scribes and custodians to the Journal of Life from which he based his judgements. (FF v2 #16)
The base of operations of the Living Tribunal was a cosmic area known as the Star Chamber. (She-Hulk v1 #7) He had also created the Infinite Embassy that was an interdimensional nexus sitting above a cluster of dimensions overlooking them all. It served as a meeting ground for gods, fairies, demons, ghosts and magicians. (Journey into Mystery v1 #627)
