Phoenix Project

The Phoenix Project was a genetic research project funded by the Brinkstone Oil Company. Headed by Dr. Gordon Shelley, it was conducted in a secret laboratory located within an oil rig in the Atlantic Ocean somewhere off the coast of Britain. The Phoenix scientists' work ultimately yielded the coveted Phoenix unit, which in turn created "Charlie."
