Lord Refa

Lord Refa was a high-ranking nobleman in the Centauri Republic. When Londo Mollari destroyed the Narn outpost at Quadrant 37, thanks to his alliance with Mr. Morden, he came to Refa's attention. They established an alliance between House Mollari and House Refa. They began conspiring to discredit Emperor Turhan, and take control of the Centauri Republic.

After the Shadows destroyed another Narn outpost at Quadrant 14, Refa's men assassinated Prime Minister Malachi, and they maneuvered Cartagia to the throne in the belief that he would be their puppet. Refa engineered the fall of Narn with help from Londo, and when Londo broke off his alliance with Morden, Refa struck one with him, on the belief that they would eventually place him on the throne. When Londo learned of this, he lured Refa to Babylon 5, and poisoned his drink with half a poison compound. He then ordered him to break off his alliance with Morden, and no longer encourage Cartagia to make war on all their neighbors. Refa complied and also ended the alliance with House Mollari.

Later, Morden framed Refa for the murder of Adira Tyree, so Londo would renew their alliance. Londo struck a bargain with G'Kar by revealing to him the atrocities commited by Refa on Narn, and said he'd free four thousand Narns if G'Kar helped him assassinate Refa. Londo then fed false information to Vir Cotto, and when Refa abducted him and had him scanned, he prepared a trap for G'Kar on Narn. Refa also planned to have the head of Londo Mollari on a silver platter. But when he led guards to capture G'Kar, G'Kar played a message from Londo revealing to Refa how he was set up. The guards, loyal to House Mollari, left Refa to his fate. G'Kar ordered them to leave Refa's face an head intact for identification, the rest the Narn could do with as they pleased. When Refa's remains were found, there was a data crystal on the body. This crystal implicated Refa in a conspiracy to overthrow Cartagia and the Centauri government, so he could take control himself.

Refa left behind a daughter named Senna Refa.
