Sewer King

The Sewer King was a bizarre man who lived in and ruled the sewers of Gotham City. One of his odder traits was that he wore glasses with one lens (the left one) blacked out, implying that he was blind in that eye. The Sewer King took in Gotham's orphaned children and, in his own words, fed them, clothed them, and taught them a trade - namely, the art of petty theft. Each night he would send the children, or Underdwellers (as he collectively referred to both himself and the children), to the surface to steal "pretties" for him. Talking was an offense punishable by being thrown into a room with extremely bright lights, something which the sensitive-eyed children, who lived so long in darkness, dreaded. He also kept the children in line with other "pretties," his seemingly endless menagerie of pet alligators.

The Sewer King's reign came to an end when one of the Underdwellers, Frog, led Batman into the sewers and showed the Dark Knight the ill treatment of his fellow children by the tyrannical kingpin. After his pet alligators failed to deter Batman, the Sewer King attempted to escape into the subway tunnels. Intercepted by Batman, he lost his footing and fell into the path of a speeding subway train, but the Dark Knight pulled him out of the way in time, saving him... so that he could be tried for his crimes.
