History

Origin

The Order were a team consisting of the founding members of the Defenders namely Doctor Strange, Namor, Hulk and the Silver Surfer. Its formation came as a result of Yandroth who was tapping the power of the Earth goddess Gaea to cause worldwide chaos. The Defenders prevailed, but a dying Yandroth used Earth's power to place a curse upon the Hulk, Dr. Strange, Namor, and Silver Surfer that automatically united them whenever a catastrophe placed Earth in peril. The curse also had a secret side effect, causing the rationality of the four heroes to be submerged by their more selfish desires. The slain Yandroth's consciousness secretly fed off the violent energy created by the cursed Defenders, planning to be reborn more powerful than ever. Corrupted by the curse, Strange, Namor, Hulk, and Surfer abandoned their fellow Defenders and formed the Order, a group dedicated to ending any perceived threat to world peace by any means necessary. Operating out of the floating metropolis Sky Island, the Order opposed all who challenged their new world order until the remaining Defenders broke Yandroth's curse and restored the Order's humanity. Gaea empowered Nighthawk to gather the Defenders at will should the need arise.

Initiative

After the Stamford Incident, the Superhuman Registration Act was passed leading to stricter control over the use of superheroes in the United States. This saw Tony Stark spearhead the Fifty-State Initiative that looked to create S.H.I.E.L.D.-sponsored superhero teams for each of the states in North America. Among those created was the second incarnation of The Order that was under the oversight of Iron Man with their jurisdiction being the California region. (The Order v2 #1)

They later came to battle against the alpha generation of Soviet Super-Soldiers. (The Order v2 #2)

By the Secret Invasion, the Order were again functioning as a team when the Skrull replacement of Dum-Dum Dugan announced to the Initiative teams that all Skrull sleeper agents were to reveal themselves and attack. The Order's members were chosen entirely by Tony Stark, with no involvement from the Skrull posing as Hank Pym, so they were one of only two teams without a Skrull member, though they did not know this. The announcement led Calamity to believe Aralune, as a shape-changer, was the most likely among them to be a Skrull. (Avengers: The Initiative v1 #18)

Overview

The second iteration of the Order consisted of superhumans who were evolved from ordinary people and given their superpowers as part of the Soma Process. This involved a viral genomech payload that artificially replicated a biological superhuman condition inside a person's human body. The process hacked the individuals body and in the process came to upgrade them though the use of the machines was limited and only provided a year's worth of operations. (The Order v2 #1) It was said that the introduction of any number of substances into the bloodstream retarded the soma process and rendered any powers unusable. (The Order v2 #2)

Members could be terminated from their positions if they were in violation of contractual moral clauses. (The Order v2 #2)
