The Sayer of the Law was one of the most human of Moreau's creations in appearance and intellect, with wiry hair and a bushy beard. When [[Ouran]] broke the Law by killing [[Captain Donahue]] at Moreau's command, the Sayer was incensed at this violation. Donahue's death proved that humans, who until this point the Beast Men had regarded as being almost godlike, could be killed. Declaring the Law "no more," the Sayer led a revolt against Moreau and killed him in his own laboratory, the "[[House of Pain]]."

The Sayer of the Law (also known as the "Gray Thing") was a Beast Man who held a high position within the Beast Men's community on Dr. Moreau's island. A hairy gray creature of indeterminate origin, the Sayer's role was to keep the simple-minded Beast Mean educated in the "Law" which governed their existence. He would ask, "What is the Law?" and the community would reply with the list of rules.

He was among the Beast Men who ate the corpses of Captain Davis and the sailor during Edward Prendick's escape from the island in early 1888, however like all of the other Beast Men, he was gone by the time the Scorpion came to the island in 1891.
