The Narn Regime is an interstellar government that features in Babylon 5.

History
In 2245, the Earth-Minbari War had erupted with the Earth Alliance being devastated by the much more powerful Minbari Federation. They sought assistance from the Centauri Republic but they refused in fear of Minbari retaliation. However, Ambassador G'Kar who was secretly meeting officials in the Earth Alliance offered to sell captured Centauri weapons to Humans but at a high cost as Earth currency had been devalued on the intergalactic market. Afterwards, Minbari Satai Delenn intended to end the war and attempted to create a secret peace conference that was arranged by the Narn. This was disrupted by the secret intervention of the Centauri and saw the death of the Minbari envoy Lennon. Thus, the conference failed and the war prolonged further. (Movie: In the Beginning)
Ambassador G'Kar was involved in a conspiracy against Captain Jeffrey Sinclair on Babylon 5 by framing him for the attempted assassination of Ambassador Kosh that was perpetrated by a renegade member of the Minbari warrior caste. (Movie: The Gathering)
During four days of planetary bombardment, the Regime government refused to surrender to the Centauri Republic. After thousands of casualties, they ultimately decided to a complete and unconditional surrender in order to save their people. This saw the Centauri take over the Narn Homeworld where the ruling Kha'Ri were disbanded with its members subjected to arrest as well as trial for the commission of war crimes to the Republic. Other conditions included strict rules for the death of any Centauri by a Narn with hundreds of Narns killed including the killers family. In addition, a provisional ruling council created by the Centauri was created with the goal of seemingly rebuilding Narn society as a colony of the Republic. Thus, the Narn Homeworld became a protectorate of the Centauri Republic. (Episode: The Long, Twilight Struggle)
After the Shadow War, Ambassador Mollari convinced Citizen G'Kar to take part in a joint statement showcasing both the Centauri Republic and the Narn Regime's support of Captain Sheridan in his campaign against President Clark of the Earth Alliance. (Episode: No Surrender, No Retreat)

Much of their technical base came as a result of the abandoned technology left behind by the Centauri on the Narn homeworld once they were overthrown. The Narn managed to take these devices apart and studied them in order to turn these weapons back against the Centauri. (Movie: In

They were described as being effective devices that generated a shock if a person was in three feet of its controller and left them unconscious if they approached two feet.
