Kimura as X-23's handler in X-23: Target X v1 #5.

Kimura was a female human born in the modern age where she was the daughter of an alcoholic father and an uncaring mother. She faced constant abuse from her father at home and found similar such treatment among her peers in the schoolyard. This remained the case until her grandmother came to her rescue and took her away from this environment. However, it was partly too late in that all hope and good had been beaten out of Kimura long ago. She remained with her grandmother until a heart attack caused her to pass away with Kimura eventually come to find the Facility. They offered her a chance at getting revenge on all the people that had tortured her in her life by inflicting such pain onto others. (New X-Men v2 #36)

Armed with a sniper rifle, she infiltrated the outskirts of the Xavier Institute where she attempted to shoot X-23 in the head. She was stopped when her body was temporarily paralysed by Emma Frost who confronted the Facility handler over her actions and to punish her for her treatment of X-23 she decide to purge the assassin of memories of her loving grandmother. Frost then implanted a command into Kimura to return to the Facility and eliminate the heads of the organisation. (New X-Men v2 #36)

As part of her test, she had X-23 sent to Dayesville where she had the Trigger Scent placed on her to send Laura into a rampage. Whilst affected, X-23 used her own claws to pierce her brain to render herself unconscious to prevent her from killing anyone. As a result, Kimura had Bellona kill the people on the town and claim to the awakened Laura that she had done the killing. (All-New Wolverine v1 #18)
