The Ultramarines were a quartet of super-powered military operatives created by General Wade Eiling as part of his maddened plan for immortality and world conquest. All four- Warmaker One, Pulse-8, 4-D and Flow- were given a synthetic metagene that granted them powers, but threatened to kill them in a short time. Like he had with Captain Atom and Major Force previously, Eiling concocted a false origin and touted them as a new line of defense against international metahuman threats.
The Ultramarines were used to retrieve the body of the Shaggy Man, as well as battling the Justice League of America, perceiving them (under orders) as a threat to the United States. After realizing that their metagene was killing them, and that Eiling had lied, they allied with the JLA to capture the General- only to find he was now in the Shaggy Man's body. After helping to defeat their former commander, the Ultramarines were cured and went on to form the independent state of Superbia above the ruins of Montevideo.
