Gamma Base
The Intelligencia came to commandeer Gamma Base in secret and disguised it as a S.H.I.E.L.D. facility that was staffed by L.M.D.s made to look at military personnel. During the conclusion of World War Hulk, the defeated Hulk was taken by the L.M.D.s in the form of agents that captured the creature and took him to Gamma Base. Once there, they siphoned the energy from the Hulk for their experiments that they used to transform Thunderbolt Ross into the Red Hulk. (Hulk v2 #23)

Overview
Their ties to the U.S. military meant that they had considerable financial resources at their disposal. (Immortal Hulk v1 #9)
A special room was made for the Monitors that were a group of individuals who were given implants as they monitored data networks. This included surveillance, information feeds and other such sources that they filtered in order to get intelligence on their targets. The implants could be reversed allowing a person to return to normal but they had a set team as Monitors. (Immortal Hulk v1 #6)
