History

Origin

For a time, a Hall of Justice was located on the Watchtower situated on the Moon. Superman offered a tour to a team of journalists through the Hall when the Justice League opened their ranks for the media to see their headquarters. (JLA v1 #16)

A new headquarters for the League was built with Batman providing the funding, Wonder Woman and John Stewart designed it whilst Superman built it. It was situated at the former headquarters of both the Justice Society and the All-Star Squadron. (Justice League of America v2 #7) It later served as the site of a bachelor party for Oliver Queen when he was going to marry Black Canary as it was deemed a place where their secret identities could be secure rather than hold the venue in a public place. An injured Kendra Saunders crashed through the windows to inform the Justice League that she and Wonder Woman had come under attack from the Injustice League. (Justice League of America Wedding Special v2 #1) After his body was destroyed, the Justice League quickly saved Red Tornado by transferring his artificial intelligence into the computer networks at the Hall of Justice as it was the only machine able to hold his program. (Justice League of America v2 #16) The Key later broke into the Hall by opening a portal in the north wall with this being registered by Red Tornado who notified the Justice League. The supervillain overrode central command and the defensive systems leaving the structure defenceless as Red Tornado lost control over it. Alongside him were a group of various supervillains who broke into the League's headquarters but they revealed that they had not come to fight as they had come to request sanctuary from the superheroes as government forces were rounding up all villains that were being shipped to a prison planet. (Justice League of America v2 #17)

From there lab in the Hall, they attempted to restore Red Tornado's intelligence to his body. It was then that his former body had repaired itself as it contained the mind of Amazo who attacked the League in order to claim a new superior body. (Justice League of America v2 #22) The villainous robot then proceeded his attack against the League where he managed to overpower most of them. (Justice League of America v2 #23) This was until a plan was hatched to send the robot through the Slideways teleporter which had been rerouted to transport Amazo above a red sun seemingly defeating him. The Hall suffered heavy damage during the fighting with Black Canary as Chairman appointing Batman to head the rebuilding efforts. (Justice League of America v2 #24) After the Anansi crisis was resolved, Vixen checked to see her restored powers alongside Animal Man in the Hall's battle simulator whereupon she was reinstated on the team's roster. Around this time, members of the Shadow Cabinet snuck into the Hall and used its Slideways teleporter to access the Watchtower in orbit but were discovered by the Justice League leading to a confrontation between the two teams. (Justice League of America v2 #27)

Superman would travel to the Hall and had John Stewart use his Power Ring to scan the Cosmic Egg to ensure that Krona had not escaped it. At the time, Batman was investigating the League's files to find a match for the beast the Justice League had encountered outside of Thayer's Notch. (Trinity v1 #7)

Post-Flashpoint

Following the Flashpoint, a new version of reality was created with a different history of events. The United Nation's sought to use the image of the Justice League by establishing their own version that drew from various heroes affiliated with different countries with this being the Justice League International and sought to have this team be under their control. They had the team based at the Hall of Justice which drew a large protest with the people stating that the building belonged to the public and that they opposed a government controlled Justice League. At night, a pair of protestors snuck a bomb to the Hall and detonated it thus destroying the Hall of Justice. (Justice League International v3 #1) After the Dark Multiverse crisis, the Justice League decided to create a new Earth-based headquarters with this being the Hall of Justice that had the means of connecting to the various superhero teams. (Justice League v4 #1)

After the Legion of Doom's plot was stopped, the Justice League managed to acquire the Totality that served as the blueprint and source of all of the Multiverse. They kept it for safekeeping within the Hall of Justice where they intended to possibly use it to restore the damage to all of existence. (Justice League v4 #7)

Overview

It was constructed from blast-resistant concrete in addition to further reinforcement by 436 tons of Titanium plates. (Justice League of America v2 #17) The walls were later made of marble-like substance that was actually made from calcite from the Butterfly Nebula that could catch and hold light in a way that Earth-based carbonates could not making it glow in the night time. (Justice League v4 #1)

There were said to be 140 rooms located within the Hall of Justice. (Justice League of America v2 #18) One of the features within the building was the Coluan fountain. (Justice League v4 #1)

A section within it contained a training area that projected holograms that contained safety features to prevent them from harming a person though these could be disabled. (Trinity v1 #7) This training room was referred to by members as the Kitchen. Another contained a range of trophies from various points in the League's past. (Justice League of America v2 #7) The League also fielded the High Technology Clean Lab #2 (HTCL 2) that was considered the most advanced laboratory of its kind in North America that was second to the one they maintained in orbit. (Justice League of America v2 #22)

It was open to the public with it having a gift shop section. (Justice League of America v2 #27) Public areas were approved though only a fraction of the Hall was open to the people with much of it hidden behind the scenes. Access to its secret doors could only be made through telepathic contact with the League's Chairman namely the Martian Manhunter. (Justice League v4 #1)

The array of the computer contained a chipset that was capable of 79 petaflops. (Justice League of America v2 #18) These computers in the Hall were strong enough to hold the programs of artificial intelligences. (Justice League of America v2 #16)

It had a link to the Justice League Watchtower in orbit. (Justice League of America v2 #7) By accessing a specific channel in the Slideways, the users were able to be transported to a special interdimensional bubble located in the hyperspace tunnel between the Watchtower and the Hall of Justice. This room consisted of stairs that led to a centre table with the stars and space in the background. Only a few people were aware of the existence of this area with it being referred to as the lounge and as the star chamber which was to serve as a private meeting place for the Trinity. The chamber could not be detected on internal sensors but was able to receive emergency calls with it being reverse-engineered from Boom Tube technology by John Henry Irons. (Justice League of America v2 #21)

On a technical basis, the Hall shared the same diplomatic privileges as a foreign embassy giving them the status of another country and thus able to offer asylum. (Justice League of America v2 #18)
