Emperor Blackgate is a male comic supervillain who features in DC Comics.

Biography

Ignatius Ogilvy was a male human born in the modern age as the son of Ed Ogilvy and Anna Ogilvy. Years ago, Ignatius was with his parents when they went to the Monarch Theatre and were heading back when they were attacked by a gunman. In reality, this was not a mugging but rather a 'counter offer' of a rival crime boss of Ed Ogilvy's employers with this leading to the death of Ignatius's parents. The person was responsible for killing his parents but left the young Ogilvy the only survivor to witness the deaths. Afterwards, the Gotham City Police Department were on the scene with one of the detectives being James Gordon. (Detective Comics v2 #20) He was on the streets after the incident with his parents when he was taken in by the Penguin. (Detective Comics v2 #13) Ignatius came to follow in his father's footsteps and embraced a life as a henchman. (Detective Comics v2 #20) It was said that he had faithfully served Cobblepot for over five years. In that time, he served in a variety of roles for his employer before rising to the position of executive assistant and right-hand man. (Detective Comics v2 #16)

However, the Ghost Dragon assassin would not accept failure and interrupted the event in an attempt to murder Bruce Wayne. Cobblepot was furious and believed that Ogilvy had failed him where he intended to take his head for the disaster with Ignatius convincing his boss that this was simply an opportunity. The Penguin then killed the Ghost Dragon and seemingly saved the life of Bruce Wayne thus putting him further good standing to the community. (Detective Comics v2 #14)

Afterwards, Poison Ivy was targeting operations that were part of the Penguin's criminal enterprise in an act of eco-terrorism. Thus, to stop her, Ignatius dispatched men to eliminate her and reported that she was buried underground in a box of airtight concrete so that she would suffocate to death. (Detective Comics v2 #15)

Whilst away, the Penguin left Ogilvy in charge of his operations with Ignatius engaging in his own plans. This involved saving Poison Ivy by digging her out of her tomb before she died where he revealed that he had ensured that she would live as he wanted her help. (Detective Comics v2 #15)

He then started framing a number of murders as being the actions of the Joker and his followers. Ogilvy called a meeting of the Penguin's lieutenants where he declared his intention of taking over and revealed that he was a new Emperor Penguin as he looked to claim Cobblepot's criminal empire. One member of the group opposed Ignatius leading to him murdering the man with the others quickly falling in line. (Detective Comics v2 #16)

Among those that approached him for favours was Anna Volkova who was attempting to hide from her master. Emperor Penguin agreed to give her shelter so long as she paid the price for the service with this being a sample of the Langstrom Atavistic Gene Recall Formula. (Detective Comics v2 #18)

With the resultant concoction created, he was transformed into a superhuman being with increased strength and endurance which he intended to use against Batman. (Detective Comics v2 #20)

After his defeat, he was taken into custody and sent to Blackgate Penitentiary. (Detective Comics v2 #20)

Overview

Personality and attributes

In appearance, Ignatius Ogilvy was a tall blonde haired male. (Detective Comics v2 #13) After looking to take over Cobblepot's criminal empire, Ignatius started to go by the name of Emperor Penguin. (Detective Comics v2 #15) After being imprisoned in Blackgate, he came to kill the top Boss of the prison and took the name Emperor Blackgate as a result. (Detective Comics v2 #20)

His father Ed Ogilvy ran in some criminal circles where he was known as Eight-Fingers Eddie on account of him losing two digits after his bosses thought he was taking money from them. Despite this, he did note that his father was a bit of a nobody and that he did not gain much of a reputation. (Detective Comics v2 #20)

After taking over the Penguin's empire, he had an assistant with this being a woman by the name of Ms. Gannet. (Detective Comics v2 #18)

Powers and abilities

After working for the Penguin, he came to serve in a variety of jobs such as errand-boy, lookout man, getaway driver, a chauffeur, an enforcer, a collector, a bookie, a bouncer, a bookkeeper and eventually as an executive assistant. (Detective Comics v2 #16)

Initially, he started to use an umbrella like his employer Oswald Cobblepot. (Detective Comics v2 #16)

Using the Man-Bat Serum and Poison Ivy's expertise, he was transformed and given superhuman abilities among which included greater strength and agility. He was noted to be agile, graceful and quick with him being compared to a bat. In this state, he had dark fur that coated his body but underneath that was a bark-like armor that protected him from harm. It was also said that a variant of Venom was also present within his body though it was not highly potent. (Detective Comics v2 #20)
