Biography
Pre-Crisis
Roscoe Dillon
Post-Crisis
Following the Crisis on Infinite Earths, a new version of reality was created with a different history of events. As a boy, Roscoe Dillon found an old top in an attic. He became fascinated with it, preferring to play with it rather than playing sports with other children. He became obsessed with the spinning and visited a neighborhood toy factory everyday while growing up. (The Flash v2 #216)
Later on, gorillas from Gorilla City tore apart the Heights and freed prisoners, including Top, in order to find Gorilla Grodd’s cell. Flash came to the Heights and the villains attacked him, except for Top, who was too ill to take advantage of the situation. (The Flash v2 #192)
After his escape, the insane Top attacked Silverport in Keystone where he decided to kill the Mayor and replace him as the new head of Keystone City. The Flash responded to the incident but the speedster was unable to handle the Top's new power of inducing vertigo in those nearby him. Wally West was nearly defeated by the Rogue but he returned following some advice from Hunter Zolomon where he closed his eyes to block out the vertigo and deal a knockout punch to the Top who was then taken into custody. (The Flash v2 #195)
Post-Flashpoint
Following the Flashpoint, a new version of reality was created with a different history of events.
This version was Roscoe Hynes who was a Tuskegee Airman who led a squadron of prototype planes on its first combat mission during World War II. During the battle Hynes breaks formation to test the prototype plane's flight capabilities, and disappears into thin air. It was later revealed that Hynes was absorbed into the Speed Force dimension and trapped there for about seventy years. Driven insane due to isolation, he tried desperately to escape using his newfound ability to control the wind, but this only served to create massive wormholes that pulled people and objects including an entire ship into the Speed Force. (The Flash v4 #7)
