Blackout

Blackout was a villain who had built a large underground base beneath Megakat City and spent several years of his life designing deadly robots and technology with which to hold the city to ransom, intending to collect fifteen million dollars.

But on the eve of implementing his plan during Mayor Manx's first term in office, he randomly won thirty million dollars in the lottery. Stunned, he gave up his life of villainy and abandoned the base and all of its technology to retire to a tropical island, but left a handwritten note wishing luck to whoever found it and decided to use it.

When Enforcer scientist Elliot Kliban found the base during a routine investigation, he chose to become Blackout's successor and implement his plan. However, he was stopped by the SWAT Kats. After learning what had happened, Blackout, who considered Kliban an unworthy successor, sent the SWAT Kats a note thanking them for stopping him.
