Dr. Cougar was a scientist at Puma-Dyne who Dr. Ohm was about to call regarding the success of his Anti-Weapons Scrambler, shortly before being interrupted by Hard Drive.

• Although Dr. Cougar was never actually seen in the episode he/she was mentioned in, SWAT Kats Unplugged, it was once thought possible that Cougar is the female scientist who tells Commander Feral and Felina Feral about the Mega-Beam during Zed's attack on Puma-Dyne in Unlikely Alloys. However, the script for Unlikely Alloys reveals that this is not the case and Cougar's exact identity remains a mystery.
