Main Article: Wendell Vaughn

Wendell Vaughn

Assigned to routine guard duty at the Stark International project studying the Quantum Bands, he watched as the Bands were field-tested by William Wesley, S.H.I.E.L.D.'s top tech-jockey, who panicked when the Bands would not come off and disintegrated himself. Not an hour later, androids sent by the criminal organization A.I.M. staged a raid. Their objective: to steal the alien energy-bands. To protect them, Vaughn put them on -- and learned the fundamentals of their operation under the most hazardous possible conditions. Still, he managed to repulse the A.I.M. invasion. And ultimately, it was his lack of a killer instinct that enabled him to subdue the rampant energies he had unleashed. (Quasar v1 #1)

Quasar (Avril Kincaid)

Main Article: Avril Kincaid

Avril Kincaid was a female S.H.I.E.L.D. agent stationed in Pleasant Hill. She was the leader of 'plainclothes surveillance', the agents on the town posing as citizens. She was also in charge of the daycare for imaginary children and Kobik. When Pleasant Hill was attacked from the inside by several inmates, she was assaulted by the Blood Brothers. Captain America and the Winter Soldier, two of the heroes on the scene, protected her, not aware that she was planning on getting caught so she could be taken to the location of the break-out's leader Baron Zemo. Kincaid is attacked by the Blood Brothers, but is saved by Captain America and Winter Soldier. After Captain America shuts down the security system at the Pleasant Hill Museum, Kincaid enters it and encounters the curator, a retired Wendell Vaughn. (Captain America: Sam Wilson v1 #7) As part of a contingency plan for if S.H.I.E.L.D. ever lost control of Kobik, Vaughn gives the Quantum Bands to Kincaid. In the aftermath of the events that transpired at Pleasant Hill, Kincaid becomes the new Quasar with Vaughn acting as her mentor. (Avengers Standoff: Assault on Pleasant Hill Omega v1 #1)
