The Spider Seekers were fast moving hovering drones that were constructed by Spencer Smythe. They were built after Smythe was employed by Norman Osborn to find and capture Spider-Man. Unknown to anyone else, Osborn himself was blackmailed and under the control of the Kingpin of crime.
