History
The Klingon High Council (Klingon: tlhIngan yejquv) was the ruling council of the Klingon Empire who ruled their nation from the Klingon homeworld of Qo'noS.
In 2151, the empire was in turmoil as various factions blamed one another for attacks against their holdings thus threatening the Klingons with civil war. The High Council received information that suggested that these attacks were staged by the Suliban Cabal in order to provoke chaos within the empire. This information was provided to a courier named Klaang who was set to bring this knowledge back to the High Council on Qo'noS.
