Blanque
It was said that he came to experience visions and dreams of death where he sought to make them real. (Action Comics v1 #977)
He stated that no prison was able to hold him as he had escaped time after time whereupon he left a trail of deaths in his wake. Several years ago, he came upon an isolated town in America on Earth where he destroyed much of it when he was confronted by Superman. The Man of Steel came to struggle against the villains telekinetic powers but ultimately managed to render him unconscious by taking him into space. He then imprisoned him at his secret citadel built in the mountains where he was kept in a cell designed to prevent him from using his powers to control others from a distance. By the modern day, Superman had brought astronaut Hank Henshaw to his headquarters in order to help him but his presence was telepathically detected by Blanque. The villain then controlled his body and used him to open his cell so that Blanque could be free once more. (Superman: Lois and Clark v1 #3) With his powers, he battled Superman and sent the hero crashing into the nearby mountain that he brought falling down on him. (Superman: Lois and Clark v1 #4) Once free, he then had Henshaw find a means of escape from the prison in order to gain access to the wider world once again. Before leaving, he made telepathic contact with Lois Lane and learnt of her as well as her son Jonathan Samuel Kent. This led to Blanque deciding to visit them in order to kill them so that they would be another work of art. However, Superman recovered and attacked Blanque looking to stop the serial killer. The telekinetic supervillain nearly overwhelmed the Man of Steel until he was ambushed from behind by Hank Henshaw who had been freed from Blanque's influence. This distraction allowed Superman to take the serial killer and trap him in his cell once again with a neural blocker preventing him from using his powers again. (Superman: Lois and Clark v1 #5)
Trapped in the Himalayas, Blanque remained within his cell until Dr. Henshaw arranged for a expedition to the hidden headquarters. Ramirez was sent into the fortress where he fell under the sway of Blanque who caused the entire base to explode to free himself who laughed manically in the ruins left behind. (Action Comics v1 #974) He would later travel to Cinder Rock in New Mexico where he terrorised the inhabitants of that town forcing them to give him tribute in the form of creativity and imagination or risk face his wrath. It was then that he was contacted who offered him tribute towards his art in exchange for Blanque's aid. (Action Comics v1 #977) Intrigued, he agreed to join him whereupon he and Metallo were transported to the secret Moon base of Batman that had fallen under the control of the reactivated Eradicator. At first, the two villains wanted to be returned to Earth but were then met by their mysterious benefactor who revealed himself to be Hank Henshaw. Henshaw had all the assembled villains become part of his Superman Revenge Squad which went about recruiting more members before they began their attack against the Man of Steel. (Action Comics v1 #978)
Blanque later arrived at an isolated part of Gotham City where he started a fire to raze the area as part of his art. This drew the attention of Booster Gold who had arrived in his Time Sphere with Terry McGinnis The two came to battle the villain who used telepathy to learn that Booster Gold was a time traveller and wanted to plunder his mind on the secrets of travelling through history. (Batman Beyond v6 #48) At first, he was confused at the arrival of Batman as he saw two figures dressed up as the Dark Knight but came to learn the truth with his telepathy. He then used his powers to take over Booster Gold's body and attempted to use him to kill the future Batman but was distracted by the robots Skeets. This allowed the future Batman to knock him unconscious and also stop a plot that Blanque would have enacted in the far future through a telepathic compulsion in the mind of Batman.
