History
Keystone City
The city later came under assault from the new Rogues led by the Blacksmith who staged an ambush against the Flash. However, the Thinker was making his own move to take over the city. (Flash v2 #185) After the Thinker was defeated, the Blacksmith led her Network into openly taking over the city. To stop her, Commissioner Kenyon rallied the citizens of Keystone to rise up and take down the Network. (Flash v2 #188)
