After Bruce Wayne suffered from amnesia, Batman was considered to had been killed in the fight to stop the Joker. Around this time, the G.C.P.D. worked with the Powers Corp in creating an replacement hero to take over as Batman but one controlled by the authorities. Ultimately, James Gordon was chosen for the role and he was provided a support team in managing his power armoured Batsuit. Pennyworth by this point had assumed an identity as Julia Perry where she was put forward as an candidate by Wayne Enterprises with her working with Daryl Gutierrez in helping Gordon as the new Batman. (Batman v2 #41) Around this time, the Narrows had become a focal point for supervillain activity as various crime lords were provided 'seeds' that gave them powers with these being given by a mysterious new arms dealer called Mister Bloom. Gordon came to confront Julia over having worked with the real Batman and even asked her advice on what he would have done during this time. (Batman v2 #42) Despite working with the GCPD in an official capacity, Julia helped Gordon steal the Batsuit commissioned by Geri Powers in order to monitor the supervillain Mister Bloom, who was last seen in the Devil Pigs hideout. Monitoring Gordon from afar, Julia tried to warn him that his Batsuit's stealth-mode was being jammed before he was ambushed by the Devil Pig gang. The gang's leader Qi Tsu activated a trapdoor beneath Gordon, locking him in a furnace, prompting Julia to leave her station to try and rescue her partner. However, she is knocked unconscious by Mister Bloom before she could make it to Gordon. (Batman v2 #43)

She later went with Batwoman and provided support to Kane during the search for Monster Venom that was taken by terrorists. (Batwoman v3 #1)

While Kate went in search of The Needle in the Sahara, Julia received information about one of these investigations, a string of tourist kidnappings in Cairo, Egypt. After arriving there, however, she was soon abducted by Dollotrons and taken to the lair of the man behind the kidnappings: Professor Pyg. Batwoman managed to rescue Julia just as she was about to be operated on, but was unable to save the rest of Pyg's captives. (Batwoman v3 #11) Kate and Julia eventually learn that Tahani, the mastermind behind the Many Arms, intends to attack Gotham with a bioweapon. When the duo arrive in the city, Julia gets to work creating an aerosol vaccine for the disease, using data collected from Kate in the Needle's lab, as well as the disease itself, which Kate had been infected with and was carrying asymptomatically. (Batwoman v3 #14) The vaccine was successful, but as Julia was deploying it in the city, she betrayed Kate by contacting Batman, under the guidelines of a Plan B protocol meant as some sort of safeguard against Kate going too far. While Kate dealt with Batman, Julia flew to an unknown location. (Batwoman v3 #16) Three months after that night, Kate had fully recovered from the psychological and physical stress she experienced on that mission, and had forgiven Julia for her betrayal, apparently having hired her to help care for her sister Beth. (Batwoman v3 #17)

• Julia Remarque was created by Gerry Conway and Don Newton where she made her first appearance in Detective Comics v1 #501 (April, 1981).
• She was re-introduced as Julia Pennyworth after the Flashpoint event by Scott Snyder and James Tynion IV in Batman Eternal v1 #8 (July, 2014).

• In Batwoman, Julia Pennyworth appeared in the setting of the CW live-action television series set in the Arrowverse where she was portrayed by actress Christina Wolfe.

Video games

• In DC: Unchained, Julia Pennyworth in her identity as Penny-2 was referenced in the setting of the mobile video game. Batman had sent her the scans over the Apokoliptian helmets that had brainwashed various people where they determined that the altered the brain chemistry of the wearer to the point that even when removed that the person still served Darkseid.
