Bagalia

In time, business was booming in the country leading to it being the destination spot for the rich and famous. (Secret Avengers v1 #21.1)

Nick Fury, Jr. was dispatched to Bagalia in secret where he paid off Crossfire in order to access a jail cell holding the Taskmaster. This was because S.H.I.E.L.D. intended to recruit the villain for a covert team. However, Crossfire betrayed Fury and intended to sell him out to the other supervillains on the island but the S.H.I.E.L.D. agent managed to knock him out. They were then cornered by the supervillains with Fury abandoning Taskmaster to them whilst he fled with the Secret Avengers. In reality though, Taskmaster was recovered by Mockingbird who had disguised herself as Alyoisus Thorndrake where she had him transported off the island. (Secret Avengers v2 #2)

The LMD Max Fury and the Shadow Council came to establish their headquarters in the capital city of Bagalia that was located underground in a chasm and under complete video surveillance. From there, they came to establish the latest incarnation of the Masters of Evil that operated from the nation. (Secret Avengers v1 #21.1)

he Secret Avengers mounted an incursion into Bagalia to recover the Taskmaster, who had retreated there to avoid betrayal. The issue detailed sprawling action across Bagalia City, showing how the Masters of Evil maintained layered security—rogue-operated checkpoints, armed patrols, and localized power zones run by individual villains—alongside civilian life in Hell Town and the gaming elite within Massacrer Casino. Redeemed villains like Vengeance, Crossfire, Princess Python, and members of the U‑Foes patrolled the streets, acting as unofficial law enforcement. The issue concluded with hand‑to‑hand clashes within the complex, showcasing the dense layout of underground tunnels, pit zones, luxury casinos, and criminal slum sectors. It demonstrated how Bagalia operated functionally like a nation with criminal sovereignty—complete with borders, internal zones, and governance by villain factions. (Secret Avengers v1 #29)

Baron Zemo later took control of Bagalia which he placed as a dictatorship and headed the Masters of Evil. Baron Helmut Zemo had assumed dictatorship over the island after the death of Max Fury, consolidating leadership of the Masters of Evil and formalizing criminal rule. A group of teen heroes consisting of survivors of Arcade’s Murderworld infiltrated Bagalia City in disguise to locate Cullen Bloodstone. Bagalia was detailed as even more structured under Zemo: An underground capital controlled from Tower Zemo, a new Hell Town housing mystical criminals, Mephisticuffs fighting arenas, and the Massacrer Casino serving as both entertainment and testing ground for aristocratic violence. Zemo and his lieutenants—even Daimon Hellstrom and Madame Masque—observed events from high vantage points. The issue ended with the heroes being captured and presented to Zemo as potential recruits, confirming Bagalia’s status not just as villain paradise, but as a functioning criminal oligarchy, complete with recruitment, propaganda, diplomacy, and mafia‑style governance. Helmut Zemo continued to operate from the country when he took charge of Hydra and looked to deploy a biological doomsday weapon against the world. The new Captain America Sam Wilson managed to escape with the test subject whose blood was used for the weapon and looked to find a safe area for them within the city. However, the captive was actually willingly helping Hydra and turned on Wilson who was injured by gunfire. Sam was then pursued by Crossbones who looked to kill Captain America. (All-New Captain America v1 #2)

Baron Zemo later made efforts for Bagalia to be recognised as an independent nation leading to an alliance with the Mandarin to serve as the country's foreign representative. This saw him also secure an alliance with Dario Agger and the Roxxon Energy Corporation in using their connections to get the United Nation's to recognise them. (Punisher v12 #1)

Whilst in Bagalia, Arcade was approached by Kraven the Hunter who commissioned him with building something for him. (Amazing Spider-Man v5 #14)

Overview

In appearance, Bagalia was an island which was described as being a literal red-light nation yet remained a sovereign state. An underground anarchic state founded and controlled by the Shadow Council, it was carved into a massive chasm and outfitted with complete video surveillance. (Secret Avengers v1 #21.1)

It allowed for people to pay to indulge in baser instincts and was popular among the rich as well as the famous. However, it was also a popular assassination location to take out vacationing political figures. (Secret Avengers v1 #21.1)
