The Hall of Doom

It later came to serve as the headquarters of the newest incarnation of the Injustice League that was being gathered together by Lex Luthor. The Injustice League Unlimited was to serve as a gathering ground for supervillains that convened at the Hall so that they could launch an attack to destroy the Justice League. (Justice League of America Wedding Special v2 #1)

A time-displaced Sensor Girl used her powers to create an illusion of the ruined Hall of Doom and of Triplicate Girl to distract the Justice League and the Justice Society so that she along with her fellow Legionnaires could continue their mission in present day Earth. (Justice Society of America v3 #6)

Post-Flashpoint

Following the Flashpoint, a new version of reality was created with a different history of events.

The Hall of Doom was constructed in secret by Vandal Savage who had built it with exotic materials and cloaked with a stolen incantation from Felix Faust. It was made to serve as the seat of a new world government under Savage. Lex Luthor managed to take it over after seemingly slaying the immortal and it became the headquarters of his Legion of Doom. (Justice League v4 #5)

With the on-going threat of Perpetua, the Justice League gathered its members and their allies to find the location of the Hall of Doom. (Justice League v5 #26)

After Superman revealed his identity to the world, Lex Luthor launched an attack against him and alongside the Legion of Doom. This saw the Hall of Doom transporting the villains above Metropolis to launch an attack on the hero. (Action Comics v1 #1018) Superman came to be aided by Young Justice with Kon-El helping the Man of Steel against the supervillains. Superboy then participated in the attack on the Hall of Doom where he managed to knock it into the ocean. (Action Comics v1 #1020)

Overview

The Arsenal contained the finest death machines ever devised by madmen. Another chamber was the Interrogation Chamber that contained equipment designed to make people bleed and scream. (Justice League v4 #5)

It's shell was constructed from a material mined from Skataris that had the ability to absorb light and heat making it invisible to radar or infrared scanners. A warding incantation was also used to make it appear invisible to the eye even if a person was standing across the site of the Hall. The structure was also able to survive within the mouth of a volcano with lava all around it. (Justice League v4 #5)

The Hall was not fixed to a single location allowing it to manifest anywhere such as the surface of the Moon. (Justice League v4 #13)
