Operation: Zero Tolerance is an organisation that features in Marvel Comics.

History

Operation: Zero Tolerance (OZT) was an international militia task force headed by Bastion that was tasked with dealing with the threat posed by Mutants. The organization consisting of a new type of Sentinels that were humanoid sized with these being known as Prime Sentinels. (X-Men v2 #65) It was regarded as a multinational taskforce and a paramilitary organization that was allowed to operate in the United States of America. (X-Men v2 #66) S.H.I.E.L.D. was noted to had resented the authority and activities of Operation: Zero Tolerance with G. W. Bridge recruiting Dani Moonstar to conduct spy work on the agency. (X-Force v1 #69)

Once online, Zero Tolerance immediately began operations against Mutants and one of their first targets was the X-Men. (X-Men v2 #65)

The captured MLF members were later transported in an armored convoy through New Mexico to a Zero Tolerance facility. (X-Force v1 #69)

One of the organization's targets was the Xavier Institute with Bastion leading the assault as Zero Tolerance was believed to had sought the files from Professor Charles Xavier's Mutant Underground and the Xavier Protocols. (Cable v1 #45)

The activities of Operation: Zero Tolerance featured heavily in the media. (Uncanny X-Men v1 #348)

They attempted to cause Neal Shaara to get his powers out of control in order to create controversy over Mutants. This was intended with the goal of regaining support for Operation: Zero Tolerance from the human community. (X-Men Unlimited v1 #27)

It was then shutdown by S.H.I.E.L.D. with the captive Bastion being examined and studied. (Astonishing X-Men v2 #1)

Overview

It was described as a paramilitary organization that had gained support from around the world. (X-Force v1 #69) They were a task force consisting of representatives from various countries that were determined to contain the menace posed by Mutants. (Cable v1 #45) Its ranks were made up of agents from numerous allies. (X-Factor v1 #136) The organization's objective was the containment of the threat posed by Mutant population by any means necessary. (X-Factor v1 #136) In reality, its role was the eradication of all Mutants and saw itself as humanities last bastion against the forces that would destroy mankind. (X-Men Unlimited v1 #27)

Equipment available to the organization included:

  • Breeder class nanos : autonomous nanotechnology that was the same as that in the Prime Sentinels and could be use to create explosives inside a person making them a living bomb whereupon they turned the replicated to turn their surroundings into grey goo. (X-Men v2 #70)
  • Neural Leech : these small devices could be placed on the forehead of a person and effected the electrical impulses in the brain to cause memory erasure of recent events. (X-Force v1 #69)

Chief among their military forces was the use of cyborg hybrids known as the Prime Sentinels. These Sentinel Prime units were programmed to accomplish the goals of Operation: Zero Tolerance and were equipped with technology to make them equal to Mutants and allow them to eliminate such targets. (X-Men v2 #66) Such human/machine hybrids were selected to be part of the Nimrod Battalion. (Uncanny X-Men v1 #346) The secrecy of their existence was paramount which meant Prime Sentinels could initiate a Scorched Earth Program whereby they eliminated all bio-signatures upon discovery of their true nature in order to maintain the deception. (Uncanny X-Men v1 #346) One type of these cyborgs were Omega Prime Sentinels that were programmed to destroy Mutants in their full combat mode. (X-Men Unlimited v1 #27)

During their operations, some law enforcement agencies were unofficially not cooperating Zero Tolerance such as S.H.I.E.L.D. which resented being sidelined by an unknown organization. (X-Force v1 #69)

One of their facilities awarded to them was Hulkbuster Base that was a technological marvel which had previously been used to capture and study the Hulk. (X-Men v2 #66)

  • Boyd : a male special agent assigned as a bodyguard to Gyrich but was a Prime Sentinel sleeper who activated when the National Security advisor was attacked. (Uncanny X-Men v1 #346)
  • Mathers : a male special agent assigned as a bodyguard to Gyrich but was a Prime Sentinel sleeper who activated when the National Security advisor was attacked. (Uncanny X-Men v1 #346)

Video games

  • In X-Men: Next Dimension, Operation: Zero Tolerance was mentioned in the fighting game. It was noted to had failed with the severed robotic head of Bastion kept at a secure facility whilst his Prime Sentinels were scattered. The Prime Sentinels later retrieved him and continued their objective of eliminating Mutants.
