The Ultramarine Corps were created by the U.S. as a government-sponsored group of superhumans to rival the more independent Justice League. (DC One Million v1 #2)
They consisted of a quartet of super-powered military operative specialists created by General Wade Eiling as part of his maddened plan for immortality and world conquest. All four- Warmaker One, Pulse-8, 4-D and Flow- were given a synthetic metagene that granted them powers, but threatened to kill them in a short time.
