History
The Nega-Bands were powerful weapons that were created by the advanced Kree civilization.
After departing the Dark Avengers, Noh-Varr remained on the run from the forces of Norman Osborn and during this time he sought to contact this reality's version of the Supreme Intelligence. Upon successful contact, the Kree Supreme Intelligence declared that Noh-Varr would serve as the Protector of Earth and gifted him with a pair of newly forged Nega-Bands. (Dark Avengers Annual v1 #1)
Overview
The Initiative classified them as Omega Class Weapons similar to the Tactigon. (Avengers: The Initiative v1 #5)
