Ci-Kat-A
The Ci-Kat-A was a race of aliens who appear to be half kat, half cicada. They have a hive mentality and feed on radioactive materials, which allows them to grow bigger and stronger. Their bite allows them to control the minds of anyone they chose (the bite will also, in time, turn the bitten victim into a Ci-Kat-A themselves), and they are also capable of spitting waves of sticky yellow glop to trap enemies or gum up machinery. Although it was never learned what planet the Ci-Kat-A came from, it is known that their homeworld had very low oxygen levels.
A fertile Ci-Kat-A queen hitched a ride to the kat planet on the MASA deep space probe Kat Sat 1, taking over the minds of Dr. Harley Street and others. She laid her eggs in the nuclear reactor after enslaving the minds of all the scientists, guards, and other MASA staff, and ultimately planned to take over all of Megakat City as well. Her efforts were hindered by Ann Gora, who alerted the Swat Kats and the Enforcers to the alien invasion, and they quickly arrived and disposed of all her newly-hatched Ci-Kat-A drones.
With Dr. Street's help, the queen made it to the Megakat Nuclear Plant. She grew to gargantuan proportions after feeding on the main reactor, then flew to the Megakat Tower penthouse and laid a new batch of eggs (the 300-story office building was ideal to the queen because the thin air up there reminded her of home). Thanks to Callie Briggs, the authorities were once again alerted to the alien problem. The Enforcers destroyed the eggs before they could hatch, and the Swat Kats disposed of the queen's protector, Dr. Street. The queen herself was finally killed when the Swat Kats used the cable of the Sky Claw to tie up her wings.
Incapable of flight, the queen plummet to street level, landing right in front of Mayor Manx's limo, which was carrying the Mayor and Mr. Young. As she was about to attack the helpless politicians, a burning section of the penthouse roof broke away and fell atop the queen, crushing her (and splattering gooey bug slime all over Manx, Young, and their driver).

- The Ci-Kat-A were to return in the season two episode The Doctors of Doom, where it would've been revealed Street had survived his fall from the Megakat Tower. Allying himself with Dr. Viper, Street created drone allies by biting and converting a group of four escaped convicts who'd ventured into the Dead Forest in Megakat Swamp in an effort to hide from the Enforcers. He later also bit and turned rookie Enforcer Sergeant Gray Taylor. Unfortunately for the half-kat, half-insects, they were betrayed by Dr. Viper; after they stole Super-Katalyst 566 from Megakat Biochemical Labs for him, he used it to mutate them into giant insect monsters under his control. Street became a scarab while Taylor and the convicts became grub worms. They were sent to attack the Megakat Thermonuclear Plant, but were all killed in battle with the SWAT Kats and Lieutenant Felina Feral, who finished off the mutated Street.
