Nebulos is the where the Transformers became Headmasters.

Homeworld of the Nebulons. Many years prior to 2007, a group known as the Hive took over Nebulos using an army of machines. A resistance was formed, an underground team of warriors and scientists, but they were unable to seriously challenge the machines. The status quo changed when a band of Autobots and Decepticons arrived, and joined forces- literally- with the resistance and the Hive (respectively) to create the Headmasters and Targetmasters. The Hive left Nebulos permanently to side with the Decepticons, while the Autobot Headmasters and Targetmasters returned to Nebulos after saving Cybertron to defeat the remaining machines. Their final fate is unknown.

Universe

The Headmasters (and probably the Targetmasters) later separated from their Nebulon partners, suggesting that Nebulos was eventually reclaimed from the machines.

Homeworld of the Nebulans. A world of incredibly advanced science, the Nebulans once fought terrible wars that threatened the entire planet, until they renounced war entirely 10,000 years ago. They formed a world government, headed by the Council of Peers and centered at the city of Koraja, and also formed the World-Watchers, an organization devoted to world peace and environmental protection. (The World-Watchers also stored and protected the ancient Nebulans' fearsome arsenals in case they might be needed again.) Peace reigned on the world from that point- until the arrival of the Transformers in 1987. Their presence not only forced the Nebulans to become soldiers once again, it also severely ravaged their world.

In an attempt to save Nebulos, a group of Nebulans led by Galen combined with a group of Autobots led by Fortress Maximus to become Headmasters; in a more misguided attempt, Lord Zarak and his followers combined with the Decepticons led by Scorponok#marvel to become Headmasters as well. Unfortunately, the fighting only worsened, until- after the development of Targetmasters- the Autobots and their Nebulan partners left the planet to save it. The Decepticons and their partners soon followed.

Afterward, the Nebulans renounced war once again, this time destroying their weapons. Concerned about the possibility that the Transformers might return, the Council of Peers tasked the scientists Hi-Q and Hi-Test to find a way to stop them. Hi-Q created a bomb that infused Nebulos' atmosphere with a form of radiation, making all fuel sources on the planet poisonous to Transformers. However, a jealous Hi-Test left Hi-Q's research group. Eventually, two Decepticons- Darkwing and Dreadwind- came to Nebulos to find Scorponok. Instead, they became poisoned and immobile.

Hi-Test and a criminal, Throttle, stole Hi-Q's experimental Powermaster Process, and combined it with the binary-bonding procedure used to create the Headmasters and Targetmasters. Combining with the Decepticons, they became Powermasters. The Decepticons ravaged the world until Goldbug and a band of Autobots arrived, hoping Hi-Q could help rebuild Optimus Prime. The Autobots avoided the tainted Nebulan fuel, but were unable to battle the Decepticons in their weakened state. Hi-Q and his research team combined with a rebuilt Prime and Goldbug's team to create Autobot Powermasters, who drove the Decepticons off-planet. However, Hi-Q and company left as well.

Presumably Nebulos is still at peace.
