Batman Incorporated was a global venture that was financed by Bruce Wayne following the defeat of the Black Glove. During that time, Wayne called a press conference where he claimed that he had been financing Batman in secret for years in order to avenge his parents namely the murdered Thomas Wayne and Martha Wayne. He then decided to take this initiative on a on a global stage where he announced the creation of Batman Incorporated that would wage a war against crime. (Batman and Robin v1 #16)
He later travelled to Tokyo in order to find and train a Japanese Batman to operate in the city.
